Same here, i dont crack open any containers with quality related items in till i have qj3, i do have loot respawn off so itsa bit of a must for me. Check traders too, they sell them from time to time and the inventory changes every 3 in game days. Air Drops are another good source especially for that particular book in my experience. File cabinets often have books and schematics too and even trash piles/bags have them. Won't be as good as crack-a-books minds you. Most often in bedrooms or in office looking rooms.
